If it's in a script to down the service then delete the files it's sometimes fast enough to avoid the service starting up again. It took me downloading the updates directly and reading the fail logs of CBS to find out what the root issue really was.

After some major tweaking and 12 reboots and installs, we finally got it to work. Basically you'll need to plan on down time and do the Windows Updates Cleanup first and try to install, if that still fails, download the updates directly form Windows Catalog and try to manually install what's missing.

If it fails doing this, you'll probably need to check the log files to find out why as it could be a system check that could fix it or an update that partially installed that you'll need to reinstall or uninstall.
